I understand (right?) that the computer is a desktop, not a laptop,
because you reisntalled the modem card, not only the RJ11 cable, right?
Then please note that IRQ problems are often solved by moving the modem
card to an other slot.
Do not worry for the time-out message. It is due to "poor" telephone
lines or heavy load on the computer coupled to the modems at the ISP
(the company to which you connect) or even at the phone company - and I
know nothing that you can do about it except of course trying an other ISP.

and next when i try wvdialconf /etc/wvdial.con it gives error ar input/output error
Then I tried to reinstall the alsa and hsf (same rpms) but without any joy.Finally I
reinserted the modem card and i think it works now:-

So I think the problem was related to the loose connection may have happened due to the
repeated attempt to jackin and jackout of cables (As previously i was suspecting an
issue related to faulty cable rj11 at modem end)
Now I am getting a strange message sometimes in my syslog.
