Steve,

Thus far the modem looks sane.  To set it up hereafter:
$ sudo modprobe agrserial

Everytime you run:
$ sudo agrsm-test
it will overwrite the prior /etc/wvdial.conf
So you need to again remove the ; < > symboles and put it dialout info with:
$ sudo gedit /etc/wvdial.conf

before
$ sudo wvdial
