Hooman,

Put in your install C, and
$ sudo apt-get install linux-headers-2.6.27.-7- generic

Should that fail, go to http://packages.ubuntu.com/
Search for linux-headers-2.6.27-7- generic, which will lead to:
http://packages.ubuntu.com/search?keywords=linux-headers-2.6.27-7-+generic&searchon=names&suite=intrepid&section=all

You will need to download both linux-headers-2.6.27-7-generic and its
dependent package
linux-headers-2.6.27-7.    Under Linux, both can be coinstalled by:
$  sudo dpkg -i  linux*.deb

Once these packages are installed, try the hsfmodem compile again.
It may prove necessary to also install a package libc6-dev
