The ALSA version is read from the COMMAND:
$ aplay --version
with aplay itself includes in the alsa-utils package,
This is separate from the alsa-drivers+alsa-lib update to 1.0.17 which you did,
hence the 1.0.16 from  /proc/asound/version.
If you run scanModem again, I expect it will report 1.0.16

With respect to the continuing failure to detect the modem, please do
$ cat /proc/interrupts >> roan.txt
$ dmesg >> roan.txt
and send us the roan.txt which will have the bootup diagnostics.
They may reveal further resources that may we be able to free up.
