Roy,

Setserial is only cogent to Controller chip modems using the /dev/ttySn  ports.
It is virtually irrelevant for winmodems.

After:
$ sudo modprobe martian_dev
start martian_modem with
$ sudo martian_modem --country=us --debug=2 --log=RTlog

Leave it running and in a 2nd console/Tab do the
$ sudo  wvdialconf   /etc/wvdial.conf
