You can indeed the rshaper module to control bandwidth, but you can also use
CBQ or HTB. The rshaper modules works fine for me when I tested it a few
years ago. I don't know why it's not woring on your production server.
But maybe you can try to load the cbq or htb module. You can also use them
to shape the bandwidth. For more info about CBQ/HTB, see the lartc HOWTO or
www.docum.org.
