upgrading KDE

Hello,
I have RedHat 9;
I have the follwoing rpms installed : (as part of RH installation, I beleive) kdelibs-3.1-13,
kdelibs-devel-3.1-13,kdepim-3.1-6,kdeutils-3.1-4,etc).


Now I am considering installing kdevelop.
I saw a recommnedation to use kdevelop sources for KDE >= 3.2:

So I assume my kde is not enough.
now , what is the right process to upgrade kde ?
can I use apt-get upgrade to do it ?
