No because this was the first we heard about this. We will take legal advice.
It's entirely possible that a covid-19 outbreak could rumble on for some time, and if local legislation in Spain means that the IETF was liable to pay attendee costs if the Madrid meeting were cancelled, then this could present a financial threat to the viability of the IETF.
We are already insured against that.
