I agree with Keith - some preliminary notion of consensus can be “sampled” at a meeting, but ought to occur on the list for actual decisions.

I think meetings can be incredibly useful for working out details of a proposal that is likely to earn consensus of the list.   And sometimes it seems clear that consensus will be reached if a relatively few parties are satisfied and the face-to-face meeting affords an opportunity to rapidly converge on a proposal that satisfies those parties.

But there's an important difference between "we think we have a proposal that will reach consensus" and "we have already reached consensus at the meeting", and I hope that WG chairs recognize that.
