I thought it refers to the folksy costumes (t-shirts) worn at the IETF.
(come to the IETF, wear a t-shirt and be part of the LARP).
Kidding aside:
+1. The word immediately catched my attention when reading the text.
I suggest that RFC editors (or someone with similar qualifications) are asked
to review IETF web page text. They can be very good weeding out "folksy" language.
