I’ve checked right now the stats of my MTA about *ietf.org and *irtf.org, and I don’t see any bounces. Actually, those are in a special white list since many years ago. So, if you have contradictory information it will be helpful to get that in private.
Yes, I use DNS-BL and spamassassin to score and eventually reject emails which score extremely high (not just bounce them), but this is not related to the way IETF mail servers were accepting and/or bouncing emails in 2015, and NOT RELATED AT ALL to the lack of response from the IAOC, especially if they promised to come back about that.
The point here is the lack of response, not the specific matter.

As a mailing list moderator who sees a fair amount of bounces, It is
notable that you mta routinly bounces messages to various lists for
reasons that from from the header appear to be disliking the sender. How
you run your MTAm since it is yours, is obviously up to you.
