I checked out the Proceedings from IETF-15 in Honolulu.  Confirmed my recollection that it was a pretty productive meeting.  Quoted from Craig Partridge's summary of the "Host and User Services Area" WG meetings:

"The major activities in Host-Based Services were the meeting of the Dynamic Host Configuration Working Group (which is progressing faster than expected towards developing a configuratihon [sic] protocol)"
