	I suggested the change in the DT-list because I think that the draft
was to focused in the ISOC program to give a clear guidance in how to
attract more people to the IETF.

	In order to provide a broader guiadance we need to consider much more
things that are not yet in the draft. Also, some sections would need to
be re-written.
