It actually speaks to why total transparency is needed. Anytime anyone
submits anything they need to disclose who they are and who they
represent. What authority they have and this is a serious issue since it
has legal ramifications.

The IETF has long ignored these requirements by claiming it was too
upright for those types of controls to be needed and clearly that simply
is not true.

IMHO - this is the reason that anyone can ask anyone else who they are
representing here. The IETF has no "covert participation" exceptions as
far as I know and in the world if legally protect-able IP everything has
to be defined.
