This is not my experience.  There have been some decisions related to meetings where the IAOC and the IESG need to be in alignment.  The last two IAB Chairs have not been active ex-officio members of the IESG, and they have let the liaisons between the IAB and the IESG cover these responsibilities.  As a result, I have been the only IAOC member with insight into the IESG.  This has been importing in these matters.
