taking place in nice cities in Europe, I think that we remain very far
from any geographic balance, if ever that were a creterion to be taken
into account regardless of its potential weight. As a matter of fact
and if my memory servers me well:

1) - Only one IETF meeting out of 69 so far took place in the southern
  hemisphere (IETF 47, Adelaide, Australia);

2) - IETF has never held a meeting in Africa.

Provisioning for future meetings, as far as one can understand from
http://www.ietf.org/meetings/0mtg-sites.txt, will not change 2). It
won't either change 1) unless some Asian coutries from the southern
hemisphere undertake the task.
