The primary author of Informational RFC1945 with
the negative IESG note is Tim Berners-Lee.

He then pulled out of the IETF/IESG and formed
W3C.
Why do you think that happened?
Because he had specific ideas he wanted to pursue, and wanted staff to work on them.
That required a different model than the IETF.

"Pulled out" is an exaggeration, however. W3C has sent people to IETF meetings ever since it was founded.
And where is IETF/IESG with W3C now?
Cooperating quite well and respecting each others' areas of competence, I think.
