Has anyone actually _read_ the boilerplate in drafts you are submitting?
Much of that text affects what rights you have, what rights you grant to
the IETF, and what responsibilities you have. It's not just a placeholder;
it applies at the time of submission of an I-D, not just at RFC publication
time.
