Has anyone actually _read_ the boilerplate in drafts you are submitting?
Much of that text affects what rights you have, what rights you grant to the IETF, and what responsibilities you have. It's not just a placeholder; it applies at the time of submission of an I-D, not just at RFC publication time.

Correct, and that is why the "Note Well" text is in your face at various
points on the IETF site. Those legal sounding words do actually mean
something.

xml2rfc saves you the bother of manually inserting the boilerplate, of course.
It's more or less late binding.
