Because it isn't part of the protocol and isn't needed for the protocol to work properly.
It is needed for some/many/most operational environments, which is why it makes sense to add to an A/S and not a protocol. Which is what I said in my previous note.+
So, rather than 'why not' the question is 'why is the required to add to a protocol spec, for a base protocol that does not, itself, use it.
I didn't write "MUST" anywhere, so maybe that is from other messages.
