The rules (considerations) for the registry were what was left.

RFC 5645 (Update to the Language Subtag Registry from the ltru WG)
did exactly that.  In that particular case, it was known from the outset
that there would be significant additions to the registry after
publication of the RFC, and the WG wanted to forestall anachronistically
persnickety implementations.
