Having run moderated usenet groups and mailing lists for close to 40 years, my consistent experience has been that if someone cannot figure out how to behave after a warning or two he (it's always a he) never will. Finely graduated levels of sanction are not useful. They just allow endless junior lawyer arguments about whether some particular annoyance does or does not meet some tortured reading of the current rule. We're all volunteers here and I do not want to spend my volunteer time arguing about whether behavior that would get a 16 year old sent to the principal's office is acceptable here.
