Considering that for portable telephone numbers, the original
telcos provided the numbers get some amount of money to
forward calls, email addresses are mostly portable.

Almost all, if not all, the email providers are fine to forward
mails to some other addresses if the users are keep paying money
for them.

That is not how SS7 works.

To deny your point, it is enough if some telephone number
portability scheme is economically similar to mail forwarding.
