That was 2015-01-18.

draft-ymbk-downref-00.txt was published 2003-10-21; draft-ymbk-downref-03.txt was approved as BCP on 2004-07-23 (FAST!) and published as RFC 3967 in December 2004.
I find the fist reference to [1] on 2006-09-06; that apparently was moved to [2] on 2017-04-14.
