Hi Fred,

At least two major networks still announce and provide service on this
prefix and the .1 address in particular.  Specifically HE.net and
SURFnet. The latter told me awhile back they were considering taking it
down and HE said they still see a fair bit of use with it.

I happened to have performed some research-related work to the
transition mechanisms[1], this one included, and I think it is time for
them to go away, but I'd recommend coordinating with the two networks
mentioned above to ensure they are on board.  I can try to help
coordinate with that if you'd like.
