I would say this differently. IMO it's the job of the document editor to write coherent text that attempts to capture the consensus of the working group.
If a WG is making consensus calls about what specific text should appear in a document early in that document's evolution, IMO the WG is micromanaging the author. The WG has the right to do this (IMO) and maybe sometime it's the only way to make progress, but it's likely to result in a stilted document that has internal inconsistencies and takes longer to finish. Assuming that there's a capable document editor, of course.
