Your point, from what I understood, is that people which care about
participants from economically disadvantaged countries would not have
been quiet on hearing that the program which was set up to provide
financial support to those participants was terminated. John Levine
pointed out that "The people would come to a meeting but then
wouldn't write I-Ds or continue to engage with the IETF". There was
a discussion about the program in 2013 [1]. In general, it doesn't
take seven years to figure out that a program is mismanaged.
I haven't seen any complaint about the termination of the sponsorship
program; it could be different in the region where Fernando is
located. The important question is whether broad participation is in
the interest of an organization which promotes itself as a a large
open international community concerned with the evolution of the
Internet architecture and the smooth operation of the Internet. It
would be difficult to influence the operational side without broad
participation. There is also a perception of regulatory capture when
there is overrepresentation of a few companies in the standards
development process.
