[JL] IMO it is more efficient & sustainable to sort of move "upstream" a bit here. To improve the diversity of AD candidates you need to ask how someone matures to become a viable candidate. First they had the means/interest/support to initially engage at the IETF, then they felt positive about that engagement and continued it, then they wrote their first Internet Draft, maybe then they became a WG chair for one or more WGs, etc. So to improve the diversity output of the NomCom selections then IMO we need to focus on mapping out the upstream 'journey' to become an AD (aka the candidate pipeline). This in mapping all the upstream inputs we can then see what we can do at each of those places to attract & sustain greater diversity.
