I thought Ned was discussing drafts that were works-in- progress rather than what a WG considered the finished product. For the former, I agree with Ned that reviewing list discussion is sometimes needed. And while yes, in the ideal case, after WGLC a draft would stand alone in theory, in practice I'm sure there are valid cases where is does not, e.g. if the WG decided to punt on feature X. More generally, on the topic of better glue between github and mailing lists, I wonder has anyone tried to use the labels that can be attached to issues on github, so that posts to issues marked "for the list" (or whatever) would be sent to the list with the ability to get email replies back into the github issue? Some mechanism like that could give WG chairs a tool that could allow them to "join" list and github issue discussions maybe. Cheers, S.
