I thought Ned was discussing drafts that were works-in-
progress rather than what a WG considered the finished
product. For the former, I agree with Ned that reviewing
list discussion is sometimes needed. And while yes, in
the ideal case, after WGLC a draft would stand alone in
theory, in practice I'm sure there are valid cases where
is does not, e.g. if the WG decided to punt on feature X.
My inner Luddite says that if I need to understand the context from the
discussions, then the document is not baked enough.
