Is this documented anywhere prominently?   I see no mention of this on:

How many places should someone have to look to find this?  It's not as if "pip" is the obvious place to look, especially to someone who doesn't use python regularly.   And even if one finds some version of this tool somewhere, how is one to know which is the current version?
