It depends on the chapter which depends on input from those who participate.  I have very much encouraged those with tech clue in chapter activities I've helped with.

True - Although firstly chapters are a good place for IETFrs to engage
(with) their local  communities.


AFAICT, chapters are largely about public education, community programs, and public policy - they’re not local outposts of the IETF or even technical people.
