Apologies for taking this thread perhaps even further off-topic.

VeriSign is planning to anycast J root beyond the 13 sites where it is
(or will be shortly) co-located with the com/net name servers.
Currently under-served areas are particularly appealing as possible
locations.  Briefly, we'll supply the hardware for a J root instance
and manage it if you supply the space, power and bandwidth.  No fees
are involved.  Interested ISPs should please contact me privately.
