You're right, that doesn't get mentioned.  However, many providers see
it that way.  (Admittedly there are some who don't.)

People who can't see beyond the circuit approach shouldn't be given
responsibility for Internet architectural thinking, and right now
fundamental architectural thinking is what we need more than anything.
