Jan, The non-profit organization will only be using Pacphone and no hardware phones/terminals. It would be nice to be able to use your test GK to test H.460.23/.24 with Pacphone. Since H.460.23/.24 is compiled as default into GnuGK, I would kindly ask you to enable H.460.23/.24 in your test GK when you have the next opportunity.
