I can confirm your discovery.
I observed that same behaviour running gnugk-2.2beta4, openh323-1.14.2, pwlib-1.7.3 on SPARC/Solaris yesterday.
And I believe I saw it during my attempts on Windows/NT too.
This was most likely part of the reasons why I began to doubt the stability of gnugk whilest trying to make it run on my Windows/NT machine, and therefore decided to go on with my tests on a Solaris machine (who's IP stack I have greater trust in).

Then stop gnugk and check ports again:
$ netstat -a | grep 7000 tcp 0 0 192.168.3.254:7000 192.168.3.253:53115 TIME_WAIT
Closed connection is still in TIME_WAIT status, not a problem by itself since it times out eventually.
But if i restart gnugk before TIME_WAIT connection closes gnugk fails to listen on port 7000. After restarting gnugk it still shows no ports listening :
$ netstat -a | grep 7000 tcp 0 0 192.168.3.254:7000 192.168.3.253:53140 TIME_WAIT
So if I restart gnugk while connected to console, or shortly after disconnecting from console I'm locked out from telneting to port 7000 :(
