Well, I tryed this. Unfortunately it didn't work.
What I tryed:

[Neighbor::myGK]
Host=<n1GKIP>
Dynamic=0
SendPrefixes=
AcceptPrefixes=*

[RasSrv::Neighbors]
n1GK=CiscoGK

[RasSrv::GWRewriteE164]
n1GK=in=331=123#331

When a call came from n1GK, I got LRJ. From log:
2004/02/12 14:31:22.921 5              Routing.h(117)   ROUTING Checking policy Internal for the request LRQ 151
2004/02/12 14:31:22.921 5              Routing.h(117)   ROUTING Checking policy Neighbor for the request LRQ 151
2004/02/12 14:31:22.921 2             RasSrv.cxx(347)   LRJ|<n1GKIP>|33123:dialedDigits|n1GK|requestDenied;
So the number wasn't rewritten by n1GK=in=331=123#331 rule.

ps: whenever I put into 331=123#331 [RasSrv::RewriteE164] section I get LCF.
