Allen, The "destination" can't release without answering if it's a POTS line (plain old [analog] telephone service). By definition you have to be off hook to go on hook. This also applies to T1 E&M intermachine trunks. An SS7 ISUP or ISDN Q.931 signaling system can initiate a release before answer. H.323 endpoints use Q.931 call control so they are included in that number. The normal scenario is that the call remains in the alerting stage (if it got that far) until the caller abandons the call. That is what you should expect to see. That is what you will see.
