And the second and most important question: will the VirtualQueue=XXX work as if XXX would be a prefix or a full number? Because if it would be a prefix, it would allow to create more hunt groups, but if is the exact number, you are limited to one and only huntgroup on a gatekeeper, which does not scale very well.

I just did a quick test with and E.164 number for the VirtualQueue and it just worked. You might run into trouble usinmg E.164 numbers for agents, but I haven't tried that.
Just put something like
[CTI::Agents] VirtualQueue=42
into your gatekeeper config.
Let me know if you run into problems using numbers.
