When we are convinced this is a package you want to base our implementation on then please just send the exact details of where and how to get the 'upstream' package and the license used for each file you want to get imported. Then I will send an email to the copyright-clerk for the records and they will look over it one more time to make sure there are no gotchas. In general, when the package can be used to provide any part of the standard API and we as developers say it is a good idea and the package can almost literally be used/imported as an external package there is no problem doing this. BTW. Slightly related. I already discussed the OpenJDK project with the FSF, and not surprisingly, since Richard and Eben gave endorsements of it and they use the exact same license, we can adopt pieces of the OpenJDK library in a similar fashion for GNU Classpath in the future when they become available since collaboration is it is so important in this case.
