gtk-osx is used to make binary installers for inkscape, gimp, gnucash
and others. There's a gimp binary here, and probably other places
around the net:

I've used it for my own project and it seems to work OK.

As Michael says, it'll be interesting to see if Apple revise their
terms for the OS X version of the app store to allow *GPL software.
You never know.
