Yes, because menus.c:menu_translate() searches in the plugin and perl
textdomain if looking up the translation in the gimp domain fails.

I didn't know where to add the dummy perl string in the perl plugin,
so I added some perl menu paths to menus.c. Could you move them to
the perl plugin please?
