Yes.  fcobjs.h has this:

FC_OBJECT (CHARSET,             FcTypeCharSet,  FcCompareCharSet)

And FcCompareCharSet is:

FcCompareCharSet (FcValue *v1, FcValue *v2)
{
    return (double) FcCharSetSubtractCount (FcValueCharSet(v1),
FcValueCharSet(v2));
}

And FcCharSetSubtractCount() docs say:

    FcChar32 FcCharSetSubtractCount(const FcCharSet *a,const FcCharSet *b);

DESCRIPTION
    Returns the number of chars that are in a but not in b.
