Yes. fcobjs.h has this:
FC_OBJECT (CHARSET, FcTypeCharSet, FcCompareCharSet)
And FcCompareCharSet is:

And FcCharSetSubtractCount() docs say:

DESCRIPTION
Returns the number of chars that are in a but not in b.
