I don't think there's any need to call out the specific currently supported desktops in the criterion. The criteria are supposed to be generic and adapt well to change; this criterion would need to be re-written any time we changed policy on supported desktops. It may be worth explicitly stating that any kind of supported install should be upgradeable, how about: "The installer must be able to successfully complete an upgrade installation from a clean, fully updated default installation (from any official install medium) of the previous stable Fedora release, either via preupgrade or by booting to the installer manually.
