With respect to what type of user?

The proposal has a big problem there.

Consider https://bugzilla.redhat.com/show_bug.cgi?id=492005 for example

It is marked as a low priority bug of medium severity.

That does not seem correct for newbie users


A better way of specifying would be to have a third field for 'lowest
target user group'
