That problem happened when SELinux is enabled. I used pup to update rawhide package dated on Jan. 4th. Oddly, pup instead remove these old packages so I had to manually install them to fix the issue. Having a discussion with Jeremy Katz, the problem was caused by SELinux policies. https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=176960 That policy problem should be fixed.
