Alternatively, disable SELinux. If there is such a policy problem then it won't be fixed unless more information is provided. There is a known bug in libsetrans (my fault), it will be fixed soon. Maybe that libsetrans bug (which affects the operation of rpm) has caused some sort of cascading failure.
