This change in release criteria might also affect the plan for this functionality being integrated into GNOME Software. My understanding is that for Fedora 24 it's expected GNOME Software will be able to do upgrades (major version change) in addition to updates. I don't know if that's Fedora 24 -> 25 upgrade functionality, or if it'll be brought into Fedora 23 so that its GNOME Software can upgrade to Fedora 24.
