on my F17 Beta test system.  I then rebooted and I get exactly what you get....

My /etc/sysconfig/i18n contains:

LANG="en_US.UTF-8"
SYSFONT="latarcyrheb-sun16"

It has not been modified since 2009.

So I am less confident than you.
