FWIW..... I have recreated you problem by editing my /etc/sysconfig/i18n file to contain #LANG="en_US.UTF-8" LANG="en_US" SYSFONT="True" on my F17 Beta test system. I then rebooted and I get exactly what you get.... So, I'm confident that'll fix your problem.... Sorry I could not do it earlier.
